Summary The fourth meeting of the Just Transition Commission took place on 15 May 2025 and focused on financing a just transition.

The meeting divided financing into three aspects of mobilisation of resources:

  • The role of central budgets and government policy in financing a just transition
  • The role of private funding and opportunities for partnerships
  • Financial supports available to local level just transition initiatives

The discussion took place with a broad set of external stakeholders from finance, research, business and community organisations and centred around the above three considerations. Conversations focused on knowledge gaps, fair allocation of costs while protecting vulnerable communities, and policy/financial enablers. The Commission agreed to revisit financing in future work and to allow more time for in‑depth discussion.
