The Just Transition Commission’s second meeting of the Just Transition Commission took place on 5 February 2025 with a facilitated session to design a 2025 work programme for the Commission.

The facilitated session was based on the work programme assigned to the Commission by Government in their Terms of Reference and aimed to help Commissioners priority areas to cover in 2025 and considerations outside of the ToR that will be required to explore for a thorough review and consideration of just transition in climate action.

A presentation from the National Dialogue on Climate Action (NDCA) covered outreach, engagement and behavioural-insight work and prompted discussion on barriers for vulnerable cohorts, rural impacts, and how the Commission can feed into NDCA activity. Members held a workshop to progress the work programme and heard from EnvEcon Researcher about the Just Transition Indicators Framework scoping research, expressing interest in ongoing engagement as that project advances.

The meeting concluded with a post‑meeting presentation by Jane Davidson on Wales Net Zero’s reports and pathways to net zero by 2035.
