Accessibility Statement

The Just Transition Commission is committed to making its website accessible, in accordance with the European Union (Accessibility of Websites and Mobile Applications of Public Sector Bodies) Regulations 2020 (S.I. No. 358/2020), which give effect to Directive (EU) 2016/2102.

This accessibility statement applies to the website https://justtransitioncommission.ie.

Compliance status

This website is partially compliant with WCAG 2.1 level AA and with EN 301 549 as applicable to web content, due to the non-compliances listed in the “Non-accessible content” section below.

Following a detailed accessibility review and remediation of the HTML website, it has been aligned with WCAG 2.1 AA / EN 301 549 as applicable to web content. Measures taken include:

• A logical heading structure and clear page landmarks (banner, main content, navigation, footer) with a working “skip to main content” link.
• Improved colour contrast for text, links and interface elements.
• Accessible names for icons, buttons, menus and links, and meaningful alternative text for informative images.
• Visible keyboard focus and keyboard operability for menus, carousels and the background-video pause control.
• Support for users who prefer reduced motion.
• Corrected ARIA on dynamic components, and unique element identifiers.

Non-accessible content

1. Non-compliance with the accessibility regulations

• Some downloadable documents (PDF reports, publications, minutes and similar files) were not created in a fully accessible format and may not be fully usable with assistive technologies. We are reviewing these documents and will remediate or republish them in an accessible format. In the meantime, if you need any document in an accessible or alternative format, please contact us using the details below and we will provide it.
• Some third-party components (for example the cookie-consent banner and any embedded media or maps) may have accessibility limitations that are outside our direct control.
• Accessibility testing to date has been based on automated tools, manual keyboard testing, browser inspection and review of the main page templates. Any further issues identified, including through testing with assistive-technology users, will be addressed.

2. Disproportionate burden

• We are not currently claiming that any content is exempt on the grounds of disproportionate burden.

3. Content not within the scope of the applicable legislation

• Third-party content that is neither funded nor developed by, nor under the control of, the Just Transition Commission falls outside the scope of the Regulations.

Preparation of this statement

This statement was prepared on 16 June 2026. It was last reviewed on 19 October 2026, following automated re-testing of the website’s main page templates on 16 October 2026.

The assessment was carried out by a third party, Loco Digital (the website’s developer), on behalf of the Just Transition Commission, using a combination of automated accessibility testing, manual keyboard testing, browser-based inspection and review of the website’s main page templates. We will update this statement after any further testing, including testing with assistive-technology users.

Enforcement procedure

The Commission’s secretariat is provided by the Department of Climate, Energy and the Environment, which manages this website. If you are not satisfied with our response to your feedback or request, you can make a complaint in writing under section 38 of the Disability Act 2005 to the Secretary General, Department of Climate, Energy and the Environment, Tom Johnson House, Haddington Road, Dublin 4, D04 K7X4. Your complaint will be referred to an Inquiry Officer for investigation.

If you are not satisfied with the Inquiry Officer’s decision, you can ask the Office of the Ombudsman to review your complaint.

You can also make a complaint under the Equal Status Act 2000 to the Workplace Relations Commission.

The National Disability Authority (NDA) is the monitoring body for these Regulations. It is not part of the complaint process above.
