Commissioners agreed on the adoption of the 2025 Work Programme and an outward‑looking approach to sectoral reviews accompanied by sectoral engagements and off‑site meetings.

The Commission’s Terms of Reference includes a work programme for the first term of the Commission (2024-2027). The Terms of Reference of the Commission is available here.

The Commission agreed that their work programme for 2025 should focus on the following areas to review the integration of just transition principles across policymaking:

  • May meeting to focus on financing a just transition as a cross-cutting consideration and enabler of change.
  • June meeting to focus on just transition in the Transport sector
  • September meeting to focus on agriculture and land use and just transition.

The Commission also decided to publish their first, interim report in June 2025 followed by the first Annual Report later in the year to cover the above three areas.

Presentations updated Members on the Just Transition Indicators (report due April 2025), monitoring and evaluation, and the governance and strategic integration of the Climate Action Plan (CAP). Members formed a sub‑group to plan engagement with the National Dialogue on Climate Action (NDCA), agreed a longer timeline for workforce research.
